Add Containerfile: presidio-analyzer + de_core_news_lg spaCy model 
Stock ghcr.io/data-privacy-stack/presidio-analyzer only bundles
en_core_web_lg, so German NER runs on the wrong language model. This adds
a real German model on top, built via Forgejo Actions on push/schedule
(template copied from oci/hugo).

presidio

Custom presidio-analyzer image: ghcr.io/data-privacy-stack/presidio-analyzer:latest plus the de_core_news_lg spaCy model, which the stock image doesn't ship (it only bundles en_core_web_lg).

Built by Forgejo Actions on push to main (and weekly, to pick up upstream base-image updates) — see .forgejo/workflows/build.yaml. Pushed to git.m1ch.eu/oci/presidio as :latest, :<run-number>, and :<sha>.

Consumed by the presidio stack in the main docker-compose repo — see presidio/README.md and presidio/config/default.yaml there.
